Budgets passed in western Bradford

Troy and Canton boroughs passed 2010 budgets this week.

In Canton, council passed the final 2010 budget, which holds the line on real estate taxes.

Taxes will stay at 17.89 mils for all funds, according to Amy Seeley, borough administrator.

She also noted that revenues are $637,620 and expenditures are $709,961 for all funds. The proposed general fund deficit is $47,800, $7,000 less than last year's and pared down $30,000 from when the borough started preparing the budget.

In addressing the proposed deficit, Seeley noted that just because items are budgeted doesn't guarantee that they're going to be spent.

Council approved the 2010 wages. According to Seeley, there were across the board raises, ranging from 2.5 percent to 3 percent.

Council also repealed the per capita tax and raised the occupation tax by 100 mils to make up for the money lost by eliminating the per capita tax.

On Wednesday, Troy Borough Council passed a final 2010 general budget that holds the line on real estate taxes.

For the general budget, the revenues are $379,308.27, and the expenses are $366,134.14, leaving a $13,174.13 surplus.

Council also passed the water and sewer budgets with no rate increases.

In discussing the water budget, council member Jerry May noted that the borough's water sales to gas companies are shoring things up. He said the borough will have to revisit the possibility of a water rate increase in the future, if bulk water sales drop off.

Isn't it interesting that they can run Troy so much less expensively than they can run Canton. What's going on in Canton?
