A recent study of commercial and residential garbage weights in Towanda Borough found that the average "blue bag" of garbage weighs 24.31 pounds and the average commercial load weighs 163.58 pounds.
The study was ordered by Towanda Borough Council after the borough's refuse hauler, Claws Refuse, informed council it would like to raise the cost per bag from $1.30 to $1.80 a bag and change the commercial rate from $8.30 per compacted cubmic yard to $5.50 for each non-compacted cubic yard. The increase was deemed necessary, Claws owner Dietlind Crain said, because dumping rates at the Northern Tier Solid Waste Authority landfill are scheduled to increase on Jan. 1 from their current $16.25 per ton level to $31.50 per ton.
Council, especially Borough Councilman Ed Barrett, took exception to the size of the increase. Barrett said he was particularly upset with what he sees as the residential customers subsidizing the commercial customers.
