Times-Shamrock Photo/WENDY POST Congressman Maurice Hinchey (D-NY) announced his 2010 Campaign for Congress on Wednesday afternoon in downtown Owego, N.Y. Hinchey currently serves the 22nd Congressional District. TIOGA COUNTY, N.Y. - Congressman Maurice Hinchey (D-NY) officially kicked off his campaign on Wednesday to continue representing the people of New York's 22nd Congressional District, and announced that he would accept an invitation by Republican Candidate George Phillips to participate in a public debate.

To announce his campaign, Hinchey made stops at the Broome County Courthouse in Binghamton, N.Y., then made his way to Owego, N.Y. and then Ithaca. And while Hinchey was campaigning in Owego, Phillips was making his way through the Southern Tier as well.

At Hinchey's stop in Owego, N.Y., he talked about the issues that people are facing today in the area and across the nation, and applauded Tioga County for being home to one of the largest companies in the defense industry, Lockheed Martin.

Hinchey also talked about the continued work involving the transformation of Route 17 to Interstate 86, and how the work that will be taking place over the next couple years on the highway will create jobs.

And in addition to speaking on the progress that Hinchey has seen taking place over the last year - to include additional funding obtained for the Rural Economic Area Partnership (REAP), and the work taking place to insure that any drilling for natural gas that might take place is done safely in New York's Marcellus Shale - Hinchey also spoke briefly about the progress he has seen in Washington, D.C.

As of his current term, Hinchey serves as a senior member on the House Appropriations Committee. If re-elected, Hinchey said, he will be a "very" senior member of the Appropriations Committee.

Speaking on minority oppositions in Washington, and anti-incumbency rhetoric, Hinchey stated that there are some places where there is effectiveness of misinformation.

Stating as an example, Hinchey referenced talks that the recession began under the current administration.

"The exportation of manufacturing operations a decade ago started the recession," Hinchey said.

"Some of the information put out by the GOP is based upon their own objective," he added, noting that the recession did not begin 18 months ago. "If they win the majority, we'll be back to where we were in 2007," he added.

In reports, incumbent George Phillips has stated that the GOP will cut waste in Washington if they win. "If we do that," stated Phillips in recent campaign reports, "I think we can bring a whole lot of money back here."

Area voters will ultimately decide on Nov. 2.
