LEROY TWP. - Township supervisors have voted to advertise a proposed 2013 budget that doesn't raise taxes.

"I think it looks good if you want to advertise it for inspection," said supervisor Jason Krise at the supervisors' meeting this week.

The proposed spending plan has $118,285 in general fund expenditures and $145,904 in general fund revenue.

Supervisor Ted Tomlinson said the budget doesn't include any natural gas impact fee money.

Leroy Township has been allotted $168,616.22 in impact fee money, but it hasn't been distributed yet.

"It's expected to arrive at any moment," Krise said, when asked for comment. "They're working on disbursements now."

Supervisors briefly discussed the possible uses for the impact fee money, and at Krise's recommendation, Tomlinson agreed to attend a Nov. 14 meeting at the Wysox Fire Hall for municipal officials in which the impact fee money will be discussed.

Real estate taxes will remain at 3.5 mils under the proposed budget. According to Tomlinson, taxes haven't been raised since 2006.

Roadmaster Jared Wilcox suggested the supervisors consider new grader blades and new mower blades when putting together the budget. He also said a new steel box is needed for the township truck, since the old box is rusted out and loses gravel.

Supervisors are considering the establishment of a capital reserve fund, but it hasn't been included in the proposed budget.

Tomlinson had some good news to report, announcing that revenue from the earned income tax was up by about $10,000 this year.

In other business, supervisors passed a resolution to borrow $69,062.38 from Chemung Canal Trust Co. of Canton to pay for a new JCB backhoe. The interest rate is 3.25 percent and the payments will be $1,250.04 a month over five years. The first payment is on Dec. 5. Supervisors signed the loan documents.

Township solicitor Harold Caldwell attended the meeting, and provided information about the loan and resolution.
