The Tioga County Sheriff's Office arrested a New York City man Thursday after he was found to be in possession of 90 packets of heroin.

Sheriff's deputies arrested Donell A. Grant, 28, following a vehicle stop in the village of Owego, according to information from the sheriff's office.

A deputy stopped a rental vehicle operated by Grant for an observed traffic violation in the village, police said. Grant was found to be operating the vehicle with a suspended driver's license and was found to be in possession of the heroin and $905 in cash, police said.

Police charged Grant with criminal possession of a controlled substance in the third degree with the intent to sell, a class B felony; promoting prison contraband in the first degree, a class D felony; aggravated unlicensed operation of a motor vehicle in the third degree; and vehicle and traffic law infractions.

Grant was arraigned in Owego Town Court and remanded to the Tioga County Jail in lieu of $50,000 cash or $100,000 bail bond. Grant is scheduled to appear Feb. 19 in town court, police said.

The arrest was the result of an added emphasis the sheriff's office has placed on drug-related activity within the county, police said.

Officers were assisted at the traffic stop by the Endicott Police Department's K-9 unit.
