Towanda Mayor Snell awarded citation from Pa. House of Representatives

TOWANDA - Towanda Mayor Richard Snell has been awarded a citation from the Pennsylvania House of Representatives honoring him for his 20 years of "dedicated and distinguished service" as mayor, and for the many other things he has done for the community.

State Rep. Tina Pickett presented the citation to Snell at the Towanda Borough Council meeting this week.

Snell will retire as mayor at the end of this year.

After serving in World War II, Snell worked for 39 years for the U.S. post office in Towanda, beginning as a letter carrier and then serving 29 years as Towanda's postmaster.

Snell is a past commander of American Legion Post 42 in Towanda and also served for 30 years as a trustee of Memorial Hospital in Towanda, including stints as both the secretary and treasurer of the hospital's board of trustees.

Snell was also a founder and the first president of the Towanda Ambulance Association.

He served for two years as a member of the Towanda Borough Council and was elected mayor of Towanda in 1989.

As mayor, Snell improved the borough police department, said borough Solicitor Leonard Frawley.

The police department "is so much better than 20 years ago, and it was because of the mayor (that it improved)."
